Rutgers, The State University of New Jersey, is seeking a Director of Strategic Procurement for University Procurement. This position reports to the Chief Procurement Officer, the Director of Strategic Procurement plays an integral role within the Procurement organization and is responsible for establishing, managing and improving all aspects of strategically sourcing indirect goods and services for Rutgers University with the overall goal of maximizing value of the sourcing decisions and supplier relationships. This position is a newly created function within Rutgers Procurement, and the successful candidate has the opportunity to help build and evolve the function as the organization grows.This role leads strategic sourcing initiatives in support of Rutgers Biomedical and Health Sciences (RBHS) units (Medical and Clinical Operations) and the Research Community at Rutgers University.
Among the key duties of this position are the following:
Accountable for strategically engaging with the internal customer and supplier base, the Director of Strategic Procurement has accountability for purchasing $1B + of Indirect spend and leads the development and roll-out of strategic sourcing initiatives across Rutgers.
Responsible for defining and maintaining the value creation road map for the university.
Oversees the development and roll-out of the strategic sourcing methodologies and supporting tools and systems, including policies and training materials that are central to strategic sourcing methodology and processes: category management playbook, spend analytics, supply market intelligence, supplier qualification and risk mitigation, e-Sourcing, strategic negotiations and contracting, supplier performance / relationship management as well as development and roll-out of the Strategic Procurement Dashboard to drive and measure internal performance and value-add to Rutgers.
Operates in a matrix organization and collaborates with diverse teams across university.
Minimum Education and Experience:
Bachelor's degree in Business, Finance, Supply Chain or related field required.
A minimum of five years of directly related experience in strategic sourcing with strong knowledge of related sourcing processes, tools/systems, policies and best practices.
Required Knowledge, Skills, and Abilities:
Indirect Strategic Sourcing Experience at Managerial level in a fast paced corporate environment
Advanced knowledge of Source-to-Pay and/or Procure-to-Pay technologies/platforms and procurement processes.
Strong analytical background and financial modeling experience
Knowledge of and exhibited application of advanced procurement concepts, practices and procedures
Demonstrated negotiation skills of the highest quality and effectiveness
Demonstration of solid leadership capabilities, with particular strengths in collaboration, written and verbal communications, and cross-functional teamwork; ability to inspire and motivate towards a common goal
Proven ability to build a high-performing team with a focus on developing employees
Strong MS Office, presentation and analytical skills
Analytical and strategic thinker, with highly developed problem-solving skills
Strong presentation skills; can speak across various forums and communicate to broad, diverse audience
Effective and strong partnership and relationship building skills
Comfortable operating in a dynamic environment, often needing to make adjustments mid-stream
Pharmaceutical or Biotech experience.
10 years direct experience in strategic sourcing of preclinical and clinical outsourcing across various categories (E.g.- CROs, Labs, Scientific Consulting etc).
Professional Procurement / Sourcing certification (e.g., CPSM or MCIPS)
Project Management Professional (PMP) certification
Certification in Production and Inventory Management (CPIM)
Lean / Six Sigma certification (Green / Black Belt)
Experience in working with automated expense systems, preferably Oracle and Jaggaer.

It is expected that the Strategic Procurement Group will be comprised of the Strategic Sourcing, Contracting, Campus Liaison, and Supplier Relationship Management teams.
