The Human ResourceManager will serve as a member of the Finance & Administration team at theOwen Graduate School of Management at Vanderbilt University. Thisposition will serve primarily as a Human Capital Management Specialist (HCM),responsible for a wide range of human resource management and personneladministration for Owen's faculty, staff and studentemployees. Responsibilities and services of this position includesalary and benefits administration, compensation analysis, staffing needs andemployment/hiring activities, identification of training and professionaldevelopment opportunities for staff, and records management and credentialing.Position will work closely with Chief Business Officer on employee relationsmatters, counseling, resolution, and performance management. Worksas a liaison and in consultation with central Human Resources. Demonstrateshigh level of competency and effective management and resolution of faculty,staff and student employee matters.

Key Functions andExpected Performance:
Serves as an effective HR practitioner to provide a wide range of human resources support and consulting services for Owen staff and faculty covering the following: recruitment and employment, compensation administration, planning and analysis, benefits and leave administration, training and education, personnel records management, interpretation and communication of HR policies and procedures. Identifies and elevates more complex situations that require the involvement of the business officer.
Serves as primary HCM specialist for Owen and processes all faculty, staff and student employee transactions in Oracle Cloud. Maintains and updates HR information for faculty and staff. Processes hires, transfers, reclassifications, and end of employment actions.
Enters routine and additional payroll elements and maintains labor costing for all employees.
Serves as the lead in implementing and training for HR policies as they are defined. Is the first and primary point of contact for Owen's department supervisors, faculty, staff and student employees with regard to human resource policies and procedures.
Directs employment and onboarding process, in collaboration with supervisor and central HR, to ensure an efficient and smooth process in accordance with all applicable university policies and procedures.
Serves as the area resource on absence and leave management and reporting, including FMLA for Owen staff and faculty. Understands and processes paid and unpaid leave for employees.
Responsible for compliance for bi-weekly timesheet population, including communication and oversight to ensure timesheets are submitted and approved by University deadlines.
Assists employees with self-service, timekeeping and absence management transactions as needed
Maintains confidential personnel records for faculty, staff and student employees.
Manages performance review and compensation review processes, including coaching, goal setting and communication of processes and outcomes to department management and employees.
Develops and manages employee appreciation and recognition activities to provide an enriching environment for employees and achieves the school's programmatic goals.
Assists in analysis of financial impact to business unit budget for new staff or compensation adjustments. Consult with the Chief Business Officer to determine appropriate organizational structure.
Builds and maintains strong working relationships in the area, across the University with others who provide HR support, and with central Human Resources.
Participates in recurring meetings, trainings and round table discussions to allow opportunities for SkyVU HCM Specialists across campus to learn from each other. Maintains an extensive understanding of SkyVU HR functions and related connections with financial functionality.
Analyzes and assists to streamline business processes. Works with the other members of the OGSM Finance & Administration team on projects, process improvements, and trainings for staff working at OGSM. Must be deadline oriented, tech savvy and adapt easily to changes in technology and processes.
Other human resource and administrative projects and duties as assigned.
This position does nothave direct supervisory responsibility but will oversee student employmentrelated activities performed by Administrative Assistant; this position reportsadministratively and functionally to the Chief Business Officer.
A Bachelor's degree inhuman resources, business administration or other related field from anaccredited institution of higher education is necessary.
Experience and Skills
At least five years of relevant experience is necessary. Additional related experience may substitute for required education.
Ability to handle various human resources issues and concerns effectively while maintaining confidentially is necessary.
Experience in human management systems such as Oracle, PeopleSoft or similar is necessary.
Ability to effectively communicate HR related information, policies, and/or procedures in a manner easily understood by the customer is necessary.
Skilled in the use of computers, preferably in a PC, Windows-based operating environment is necessary.
Knowledge of human resources practices, procedures and laws is strongly preferred.
Strong interpersonal and communication skills and the ability to work collaboratively with a wide range of constituencies in a diverse community is strongly preferred.
Skill in organizing resources and establishing priorities is strongly preferred.
Strong consulting and management skills to be able to provide appropriate counsel, advice and work in partnership with management and staff on human resource matters is preferred.
