Process and maintain benefit/enrollment information. Assist employees in various benefit areas including, COBRA, life insurance, medical/dental coverage, pension and retirement plans, disability, workers’ compensation, FMLA, leaves of absence, part-time medical insurance, tuition waiver, etc. Act as liaison between employees and benefit third-party administrators. Assist employees in resolving issues/concerns. Reports to Manager, University Benefits or designated supervisor.

Duties/essential functions may include, but not be limited to, the following:
Determine employee eligibility for all benefits offered by KSU; assist employees in completing enrollment/eligibility documents at time of hire, upon changes in family status and during subsequent open enrollment periods.
Establish and maintain benefit files for all university employees. Process benefit transactions including new hire enrollment, open enrollment, terminations, marriage, divorce, birth, adoption, over-age dependent, employment status change, spouse/domestic partner benefit status change in a timely manner in order to meet deadlines and ensure accuracy.
Process 401(a), 403(b) and 457(b) account transactions including salary reduction agreements, transfers, exchanges, rollovers, distributions, withdrawal requests. Serve as a liaison with retirement plan vendors.
Investigate concerns between employees and benefit administrators; assist in resolving any issues that may arise.
Compile necessary documentation to resolve issue; recommend steps for resolution to department manager and/or insurance provider.
Ensure compliance with benefit plan provisions, university policy, OPERS regulations and legal requirements.
Process COBRA qualifying events including termination of employment, divorce, over-age dependent, change in employment status, retirement, Medicare entitlement, death. Coordinate with third-party COBRA administrators to ensure timely notices, premium billing and collection, coverage termination in accordance with the COBRA/Public
Health Services Act regulations and requirements.
Assist in processing Family and Medical Leave and other leaves including determining eligibility, preparing and mailing notices, creating and maintaining paper and electronic files.
Administer the tuition waiver benefit program to include processing requests for employee, spouse/domestic partner, dependent children, retirees and eligible dependents. Verify eligibility and approve/deny requests utilizing electronic workflow or manual procedures. Monitor and update index and approver information to ensure proper approval authorization and budget allocation. Reconcile exceptions report entries for accuracy.
Advise part-time employees regarding part-time benefits and costs. Determine eligibility for benefits and adjust premiums for accuracy. Enroll and terminate benefits according to eligibility.
Audit new hire and terminating employees’ benefit entries; calculate and collect arrear amount on payroll system; reconcile deduction.
Initiate workers’ compensation claims following report of employee work-related injury. Examine reports of injury and investigate reports to obtain necessary information to file claim and determine certification status. Serve as liaison with Bureau of Workers’ Compensation, third-party workers’ compensation administrator, managed care organization. Advise manager of claims’ status and make recommendations for appeals.
Assist in processing of long-term disability and life insurance claims.
Participate in departmental initiatives; conduct employee outreach programs as needed.
May train and direct student or temporary employees; may participate in training new employees.
Perform related duties as assigned.

Bachelor's degree in related field and nine months of human resources experience.

Working Conditions / Physical Requirements:
Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently to move objects. Incumbent must be able to communicate with others. Incumbent may be required to travel from building to building frequently and off campus occasionally.
Monday - Friday, 8:00 a.m. - 5:00 p.m.; however, hours may vary to meet departmental needs.
Must pass a security check. May be asked to take an assessment.
