This position will oversee the Harm Reduction Initiative (HRI) which will be embedded in the Harm Reduction Programs (HRP)/Syringe exchange programs (SEPs) throughout the state. The Program Manager will supervise, train, and evaluate assigned personnel including Harm Reduction Team Leaders (4-direct supervision) and Risk Reduction Specialist (21 – indirect supervision) and will coordinate coverage of Health Education and Risk Reduction counseling in concert with syringe exchange program hours. This position will facilitate staff meetings and individual consultations and will act as a liaison between the (HRI) program, the HRI Medical Director, the HRI Strategist and the local health departments and state/community agencies. The Program Manager will assist the KIRP Director, the HRI Medical Director and the HRI Strategist in planning and implementing the HRI program's goals and objectives and assists in budget preparation and will work with the project director to establish and facilitate program policies, procedures, protocols, and quality assurance initiatives. The Program Manager will be actively involved in strategic planning for the HRI program. This position will prepare narratives and proposals for federal and state stakeholders. The Program Manager will evaluate the integrity of data collected by the Harm Reduction Team Leaders and the Risk Reduction Specialist and monitor program progress with identified goals and targets. This position will require driving between multiple HRI sites over a defined service area in Kentucky to provide supervision and oversight. This position is part of the Harm Reduction Initiative and will be funded by the Kentucky AIDS Drug Assistance Program (KADAP) income Reinvestment Program (KIRP). This is a two-year position and will require travel in a defined service area within the Commonwealth of Kentucky.
The ideal candidate will possess strong Microsoft Office experience including Word, Excel, Access, Outlook and/or other database experience.

MA in Public Health, Health Education, Social Work, Social Services, or Human Development highly preferred.
