Summary of Duties and Responsibilities:
The Community and Economic Development (CED) Program with Iowa State University Extension and Outreach is seeking qualified candidates for a Field Specialist II/III – Community Leadership Engagement.
CED Field Specialists work within the Knowledge Teams of the CED program unit – teams comprised of faculty and specialists located throughout the state – to develop educational curricula, deliver educational programs, and provide facilitation, consultation, and technical assistance to a variety of audiences throughout Iowa. The successful candidate for this specific position will work as a member of the Community Engagement and Leadership Knowledge Team, and Local Government team to: - Deliver existing successful educational programs such as Leading Communities leadership training, training for local officials and the general public on topics such as duties and responsibilities of public officials, open meetings and open records laws, planning and zoning, township trustee responsibilities, and others. - Work with the Civic Engagement and Leadership Knowledge team to develop civic engagement strategies, and develop and deliver further community leadership educational programs for a variety of community organizations. - Provide facilitation, strategic planning, and other assistance to a variety of public, private, and not-for-profit entities. - Network and collaborate with a variety of stakeholders in North Central Iowa to assess educational needs, conduct effective cooperative educational efforts, work on a project-by-project basis to respond to particular stakeholder needs, and provide subject matter support to these networks in order to build community capacity. - Secure resources (contracts, grants, fees) to support programming.
The position will be filled at the Field Specialist II or III level. In addition to duties above, a Field Specialist III will serve as a model for others in using innovative and creative approaches to program development and delivery; conduct and analyze needs assessment activities and identify and implement innovative ways to meet clients' needs; initiate interdisciplinary programming; and provide leadership/supervision and subject-matter expertise at the local, state, and national level.
The successful candidate will possess exceptional analytical, public relations, and written and verbal communication skills in order to effectively represent CED programs and outreach to the public. The candidate will have the ability to work independently and prioritize multiple ongoing tasks concurrently to ensure immediate deadlines are met. Outstanding organizational skills and strong attention to detail will also be needed in order to be effective in this role.
Required Education and Experience:
Bachelor’s degree and 5 years of related experience; OR a Master’s degree and 3 years of related experience.
Preferred Education and Experience:
Degree in Community Development, Community and Regional Planning, Public Administration, Public Policy, Sociology, Adult Education, Organizational or Human Development, or related field.
Additional years of related experience.
Experience in facilitating groups and leading strategic planning processes.
Exposure to local government administration through direct employment experience, service on boards or commissions, providing services to local governments, or similar experiences.
Experience in adult education, educational program preparation, and presentation to the public.
The successful candidate’s base office will be located in North Central Iowa (Clear Lake, Mason City, Charles City, Cedar Falls, Waterloo or nearby community; negotiable with successful candidate.).
This position requires statewide travel to carry out Extension and Outreach responsibilities. Candidates must have access to their own transportation and a valid driver’s license. The duties of this position require willingness to work evenings and weekends.
This is a two-year, renewable term contract, which is the typical employment contract for Field Specialists in the Community & Economic Development program. This is not a grant-funded position.
