The University of Cincinnati (UC) is seeking a highly collaborative and innovative leader to serve as the next Bursar.
We are seeking a leader to ensure the smooth financial and operational management of UC and to lead a department that plays a central role in student financial services. The primary role of the Bursar is to oversee the university's student accounting, billing, receivables, and collections efforts while ensuring compliance with federal and state regulations. Direct administrative and operational activities of the Office of the Bursar, including student accounts, collections, and compliance efforts.
Plan, develop, and implement policies and procedures related to student financial matters.
Engage with university academic, student service, and auxiliary departments on related issues.
Serve on committees that impact student financial matters.
Ensure compliance with applicable federal and state laws (i.e. Federal Title IV, FERPA, loan and grant programs, etc.), Ohio Board of Regents regulations and reporting requirements, and institutional rules and policies.
Oversee student accounting, billing, receivables, reconciliation, and collections.
Oversee disbursement of student financial aid accounts, tuition refunds, return to lenders, and third-party billings.
Prepare department budget and approve operating expenditures.
Provide direct supervision to exempt and non-exempt staff.
Perform related duties based on departmental need.
Bachelor's degree with a minimum of seven (7) years of related experience.
Minimum three (3) years of supervisory experience.
A working knowledge of standard collection practices including Fair Credit Reporting Act (FCRA), Fair Debt Collection Practices Act (FDCPA), Red Flag Rules, PCI Compliance Laws, Family Educational Rights and Privacy Act (FERPA) and the Gramm-Leach-Bliley Act (GLB Act).
Master's degree in a related field.
Experience in a higher education environment.
Expertise in student information systems, preferably PeopleSoft and other related payment systems.
