The Contracts & Grants (CGA) Office has campus-wide responsibility for the administration of all federal and private contract and grant funding received by UC Berkeley, which in fiscal year 2018 totaled over $700M. CGA is responsible for supporting the Berkeley campus with fund set up, preparing regular financial reports, ongoing analysis and reconciliation, interpreting policy, collecting reimbursable expenditures through billing and cash draw down, and closing out contracts and grants. CGA manages and coordinates campus-wide audits of contracts and grants performed by Federal and other external auditors, and develops responses to audit findings and corrective actions necessary to resolve audit issues. CGA is also responsible for providing systems, policies, procedures, and training campus-wide to facilitate the management of more than 5,000 contracts and grants across campus.
Reviews and approves new award setup and modifications in PeopleSoft Contracts and Grants suite to ensure accuracy of data in accordance with the award's terms and conditions. Ensures award setup is performed within the CGA and campus established time frame and policies.
Meets deadlines and resolves problems and inquiries related to contracts and grants in a timely manner. Serves as a backup for other CGA members when needed, and performs other tasks and duties as deemed appropriate by the manager and director. Ensures departments and third parties are provided with excellent customer service.
Reviews post award activities performed by Award Analysts and develops monitoring tools to ensure awards' compliance with federal, campus, specific award terms and conditions and other regulatory requirements. Provides guidance to staff and departments and may serve in a 'lead' capacity on project assignments, and contracts and grants compliance requirements.
Reviews and approves closeout activities performed by Award Analysts to ensure proper closeout of awards and timely financial reporting; ensures financial transactions (e.g., overhead allocation/calculation and cost share reporting) are accurate and complete. Ensures closeout procedures (including inactivating and re-activating funds) are performed within the CGA, campus and federal agency time frame and policies.
Routinely conducts data analysis and reviews reports to monitor Award Analyst performance. Assists in providing supporting documents of audits as directed by the manager and director.
Participates in the development and monitoring of policies and procedures related to the contracts and grants life cycle and related accounting, processing requirements and key controls. Participates in upgrades and testing of CGA system functionality, and other special projects as assigned.
Recommends hiring of new employees, salary actions, terminations, and performance ratings. Also, provides mentoring and training tools to staff and participates in general and senior staff meeting and other required meetings.
Provides general guidance and advice to direct reports and other staff, and holds staff meetings on a regular basis to monitor status updates on routine assignments and special projects. Makes recommendations to CGA manager regarding promotional opportunities or reclassification of Award Analyst positions. Notifies CGA manager immediately of any performance issues within the team and recommends to the manager the issuance of written warnings and leads performance improvement reviews and actions. Resolves grievances or complaints or formulates and recommends a resolution to grievances or complaints to CGA manager.
Demonstrated working knowledge, strong skills, and interest in enterprise-wide systems, particularly grants management modules such as PeopleSoft
Working knowledge of contracts and grants transactions and applicable financial systems, as well as related policy, accounting and regulatory compliance requirements for a minimum of 5 years.
Supervisory/management experience for a minimum of 2 years.
Must be proficient in use of Microsoft Office and common desktop/web applications.
Strong interpersonal skills, service orientation, ability to multi-task effectively in a varied, high volume environment, judgment and decision-making, reasoning, ability to develop original ideas to solve problems, and effective verbal and written communication skills.
Independent judgment and strong organization skills and customer service focus across broad and diverse subject areas.
Maintains current knowledge of compliance regulations in all areas of contracts and grants accounting.
Requires thorough understanding of contracts and grants guidelines of Federal and non-Federal sponsors supporting research and educational activities. Understanding of the principles of allocability, allowability, and reasonableness, and knowledge of OMB Uniform Guidance; knowledge of Federal Acquisition Regulations and principles of cost accounting standards.
Ability to independently research and resolve problems and follow through on assignments. High degree of independent judgment and innovation to address complex issues. Effective at resolving problems, not just defining them.
Demonstrated skills in communicating effectively with people at all levels in order to explain policies, regulations, and procedures, present facts, conclusions, and recommendations in a clear, concise, and tactful manner.
Bachelor's degree in related area and/or equivalent experience/training. Professional certification preferred.
